The Ohio Division for Early Childhood wants to help! Fidelity in Practice for the Primary Service Provider Approach to Teaming
with Dathan Rush and M’Lisa Shelden
How do teams using a primary service provider (PSP) approach to teaming know they are adhering to the evidence-based characteristics and implementation conditions? This presentation will provide participants with a valid tool for assessing fidelity to PSP teaming practices. The Fidelity in Practice in Early Intervention: Primary Service Provider Teaming (FIP-EI: PSP) is an observation guide used by team leaders, program administrators, technical assistance providers, and program monitors to examine the extent to which a team is using the characteristics and implementation conditions of a PSP approach to teaming.
BREAKOUT SESSION OPTION 1:
Eco-Mapping with Families
with Lisa Welsh and Kimberly Christensen
Eco-maps are a visual representation of a family’s connections to their social system, including informal and formal supports. Facilitation of an eco-map assists families in identifying resources currently available to meet their needs in alignment with family-centered early intervention practice. Participants will learn how to complete an eco-map with opportunity for practice.
BREAKOUT SESSION OPTION 2:
Authentic Assessment in Early Intervention
with Jennifer Ottley, Alleiah Keeley and Clarissa Bunch
Attendees will gain a better understanding of the process of conducting authentic assessment alongside families and children to inform functional individual family service plan outcomes, strategies, and to monitor progress. Presenters will discuss the process for best practice, including the Division for Early Childhood’s Recommended Practices for Assessment. The session will also include video examples, practice, and discussion.

M’Lisa is the Director of the
Family, Infant and Preschool Program (FIPP) at the J. Iverson Riddle Developmental Center in Morganton, North Carolina. She is a Graduate Fellow of the ZERO TO THREE National Center for Infants, Toddlers, and Their Families and a former chair of the Practice Committee, Section of Pediatrics, American Physical Therapy Association. M’Lisa co-authored several articles related to early intervention teamwork and book chapters related to physical therapy personnel preparation and service delivery. She co-authored several texts, including: Physical Therapy under IDEA as well as Coaching Families and Colleagues in Early Childhood Intervention, The Early Childhood Coaching Handbook, and The Early Intervention Teaming Handbook: The Primary Service Provider Approach. M’Lisa presents nationally on topics related to motor learning, transition, inclusion, evaluation and assessment, primary service provider as coach, and supporting children and families in natural environments.
Dathan is the Associate Director of the
Family, Infant and Preschool Program (FIPP) at the J. Iverson Riddle Developmental Center in Morganton, North Carolina. Prior to his work at FIPP, Dathan was clinical assistant professor and personnel development consultant in the Lee Mitchener Tolbert Center for Developmental Disabilities at the University of Oklahoma Health Sciences Center in Oklahoma City. Dathan developed a child care training contract within the Oklahoma State Department of Human Services entitled TIC-TOC Training: Training Inclusive Child Care = Terrific Opportunities for Children. Additionally, Dathan coauthored the texts Coaching Families and Colleagues in Early Childhood Intervention, The Early Childhood Coaching Handbook, and The Early Intervention Teaming Handbook: The Primary Service Provider Approach. Dathan presents nationally on topics related to coaching, supporting children and families in natural learning environments, and teaming in early intervention.

Lisa Welsh is the Early Intervention Clinical Supervisor at
The Childhood League Center located in Columbus, Ohio. She oversees the team of early intervention service providers as well as early intervention service coordinators. She offers a unique perspective as both a developmental specialist and parent, and it’s through both lenses that she views the benefits of intervening early. Success story after success story inspires Lisa to take advocacy beyond The Center’s walls. In addition to her active involvement in county and statewide work groups, Lisa underwent intensive training with the Ohio Department of Developmental Disabilities to become a Master Coach. She also presents regionally and nationally on evidence-based early intervention practices including coaching, natural learning environments and team collaboration. Lisa currently serves on the Executive Board of the Ohio Division for Early Childhood.
Kimberly A. Christensen, M.Ed. has been a member of the Division for Early Childhood for 20 years where she serves as the Higher Education Connection Chair to the Ohio chapter. She is a senior lecturer in the School of Intervention Services at
Bowling Green State University where she also coordinates the Inclusive Early Childhood program. Her 19 years in higher education, combined with her direct service experience as a classroom teacher, educational consultant, parent advocate, and mother of a son with disabilities, has provided her with breadth and depth of knowledge in the fields of early childhood and special education. Kimberly is a published author, national presenter, and leader on committees at the state and national level with strong collaborative relationships with professionals, families, and children. Her knowledge of effective practices and interactions with leading researchers and practitioners led to opportunities for field-testing innovative strategies and translating research to practice. In particular, she has successfully nurtured creative partnerships between systems, programs, and disciplines in ways that positively impact the lives of young children with disabilities and their families.
Jennifer Ottley, PhD

Dr. Jennifer Ottley holds the B.S. in Multidisciplinary Studies and the M.S. in Elementary Education, both from West Virginia University. She also holds the Ph.D. in Special Education from Florida State University and completed a Postdoctoral Fellowship in Early Childhood Research and Policy from The Ohio State University. Dr. Ottley teaches courses at
Ohio University in adaptations, methods, and assessment for learners with special needs in early childhood settings. She is currently the Ohio Division for Early Childhood’s Treasurer.
Alleiah Keeley holds a B.S. in Special Education from Kent State University. She returned to study at the graduate level to participate in an OSEP funded early intervention training grant where she obtained extensive experience and training in Part C early intervention and obtained her Developmental Specialist certification. Alleiah is currently the President of the Ohio Division for Early Childhood and a Developmental Specialist at the
Nisonger Center at The Ohio State University.
Clarissa Bunch
Master’s Student, Early Childhood Intervention Specialist Program at Ohio University
Clarissa Bunch is a master’s student in the Early Childhood Intervention Specialist program at
Ohio University. She holds a BS in Child Development and Family Studies from West Virginia University, with a specialization in preschool special needs. Clarissa serves as the student connections chair for Ohio Division for Early Childhood and her major research interests include: supporting the behavioral and communication needs of children with developmental delays and examining pre-service teachers’ use of evidence-based practices. She received a Named Graduate Fellowship from Ohio University for her thesis project “Promoting equitable outcomes for students with disabilities”.
